In appointing your cabinet, you should be guided by several factors.
First, it is your legacy, not anybody else. So appoint people you can work with, even if you re-appoint Murungaru. I am not suggesting you should appoint him, but better work with team players than rogues. Rogues are rogues and I am sure you have seen them. They travel alone, but may return to the herd once in a while to excite the ladies. Occassionally, they will engage you in a fight, which you might lose. In the long run, loss is inevitable; no champion is champion for ever. But before you lose, keep them in their place.
Second, bring younger people into the cabinent. I don't think Karume, Nyachae, Awori, Munyao, and Michuki can hold anything against you if you retire them since they are already retired. They have been ministers and go write their memoirs, which we promise to read.
Third, indicate who your likely successor is. Sure, you will be setting him up for attacks from the rogues, but doing so will embolden the successor to fight his own battles. My choice would be from FORD-Kenya, but I will leave that your discretion.
Fourth, get people who can follow rules. The constitution states clearly that "The Cabinet shall be collectively responsible to the National Assembly for all things done by or under the authority of the President or the Vice-President or any other Minister in the execution of his office." Some of your former ministers have not shown that they can follow this constitution and one wonders if the only constitution they can respect and follow is one they have made themselves.
Fifth, focus on five sectors only: education, economy, security (rural and urban), agriculture and infrastructure. Leave the rest to whoever will come after you.
Sixth, each minister must agree to be evaluated every three months on the basis of tangible results. How many schools have been built? How many kilometres of roads have been paved this month? What is the maintenance schedule of the roads you have built? Where is the money going to come from? What is the size of our strategic food reserves in any given week? Have farmers and teachers been paid?
Seventh, expect a lot of noise and street demonstrations. Ignore it. You have shown that you can igore. Let see how many superflous demonstrations Nairobi can take. But if noise changes and assumes the hue of sabotage, act and act firmly. Come down on them like KICC falling on a street begger.
Eighth, I don't expect you are running in 2007. It is not worth the trouble for a person of your age. Let those who think they can be better presidents contest for office. If they are elected, they will come to Othaya to apologize after we give them hell and realize that the presidency is not a bed of roses.
Nineth, do not limit yourself to parliament when chosing your ministers. Cast your net far and wide. But be sure to retain those folks who stuck by you. Kenyans must learn that loyalty is a good virtue too.
Tenth, don't worry too much about parliament. As of now, more MPs support the government than oppose it. There will be votes of no confidence. Don't worry about them. Just explain what your government is doing, and do this constantly, with the help of ministers and other senior folk.AS a matter of fact, fire any official who does not explain what they are doing to the public. For every piece of propaganda being put out by your opponents, have to two pieces explaining what the government has done and is doing or can't do for various reasons. Once Kenyans understand, they will protect you.

A president does not have a legacy if he does not have a trusted team. The president in my opinion can still salvage himself, however, he cant if hes only interested in al legacy to central province! Your advice to him to ignore critics; well that's what hes been doing last 3 years and look where it landed him! One piece of advice to the president is to always remember that outside of central province, there are all kinds of Kenyans as well! Another piece of advice, don't try to create a constitution! Let Kenyans create one, stay the heck away from it and sign what Kenyans give you into law. Third, fight corruption! Really! If your best friends are stealing tax payers money, sideline them, prosecute them and send them to kamiti. Don't help them hide their tracks like you have been doing! Fire them even if they're from central province! Last, your own ministers have a right to question what you're doing without being branded rebels! It happens in all "real democracies". Really.

President Kibaki,
Ignore all of Aboge's advice, except the corruption bit. It is given in bad faith. Your government was not full of central province people - it was full of Kenyans. Was Raila from Central province?
Contrary to Aboge's claims, a legacy is something you will have whether you have a trusted team or not. Just appoint good people who will work with you; leave the trusting to the Aboges.
And yes, ignore critics. They know not what they are doing. You gave them jobs to do; they never did it. They ignored the very constitution they swore to uphold when they refused to adhere to collective responsibility as described in the constitution. They shot down a fairy good constitution without reading it. They told lies. They divided the government. They divided the people.
You are not the only leader in that country, although you be at the front. Responsibility for holding the country together or tearing it apart does just solely rest on you. Remember Savimbi? And Kony? They too were leaders. They made their own decisions. Let your critics make theirs.
One advice you should perhaps take from Aboge is to ignore the constitution issue completely. It is not as if the country does not have a constitution. Govern well with the current constitution. Leave the issue of constituton making to future generations who will probably be less tribal.

I hope Rais Kibaki is taking notes on the pieces of advice you and Aboge are giving out for free.
Could you also ask him why we have to pay these MPs for the six months they will be on extended leave?
If possible ask him to call snap elections in April 2006 to get a fresh mandate to “rule” Kenya.

After a resounding defeat in the 21st November referendum, President Kibaki could be back at the drawing board with many options for his survival. First of all and as he has presently said he has a constitution which he governs with. This same constitution gives him a lot of powers to do anything as the head of State and chief Executive. He has two more years to his end of term. In 1969 Jomo Kenyatta saw himself threatened at a Kisumu rally a few months following the assassination of Thomas Mboya. He realized he could not only be removed from power but also be assassinated. So what did he do? He swiftly moved and reorganized his security apparatus which in effect saw the recruitment of many of his home boys in both the Police and the military. Using this technique Kenyatta's administration ran unassailed for 15 years until he died in office. No body could dare a military coup d'états or a vote of no confidence. Martin Shikuku is still living and can give that testimony. In 1982 Daniel arap Moi's government suffered a six hours failed coup. After this attempt Moi who was initially seen as a weak president was now wiser than the monkey. He moved with speed and within no time his provincial administration including the military and police were saturated with the home boys. Moi stayed in power for a good 24 years. People complained about the excesses in his government but did nothing since he was secure. He could do anything he wanted and no body challenged him. In fact many people including myself believe that he only got elected once in 1979. The subsequent elections were either sham or just rigged in his favour. Now President Kibaki's defeat in this referendum may be seen by others as an exit out of his leadership. This is either yes or no. It is possible that his failure to push through the new constitution at the referendum could give more ammunition to his opponents to yet call for a vote of no confidence. However, they should not underrate him because of this one blow. His humiliation in this defeat could as well serve him as self initiated failed coup. And like his predecessors this could have brought him a wake up call. I know many Kenyans may want to rubbish this suggestion saying no president can fool around and do things on their watch. They are wrong! In Zimbabwe, President Mugabe does anything his way and style and no one can remove him from office. And yes, our neighbour Yoweri Museveni now said to be among the few reigning African dictators, runs his country like his candy shop noises notwithstanding. I want to believe that no president would want to turn into a dictator unless of course he feels threatened or fears losing power. President Kibaki being a gentleman he his, could as well do what he has avoided to do for the last three years in power. First and foremost, I suggest he should step up security for the people against thuggery. Secondly he should no more drag his feet in arresting the thieves of national coffers. All those people and some of them are in his government should be charged with corruption. He should release to the public the Goldenberg corruption report and he has to make sure the lost money is recovered. If he ever cares to repurchase his lost confidence from the public. Thirdly, I would advise he should not use any more resources into the failed constitution.The country does not have any more money for it. This can be reviewed sooner or later with the revision only of those clauses that are contentious. Time is needed to do other urgent and important business of the nation.No more wastage of time on constitution matters. Last but not least the president should come up with a reconciliation agenda for the nation. It does not serve him any good being surrounded by a clique of looters some of them blacklisted and even banned from traveling abroad.
