Yesterday while fielding questions from American and British businessmen during a luncheon at Hilton Hotel in Nairobi yesterday, Raila made a very unfortunate statement that will have disastrous consequences for Kenya and will be a major setback in the fight against tribalism in the country.
Raila said that although public service appointee's "were qualified and did good jobs, what mattered was “the job is being done by who.” "
In other words what matters most to him is NOT that they are qualified, NOT that they were doing a good job, but what TRIBE they are from.
He then went even further and claimed that "We should not just interview and recruit,” and that we should distribute jobs according to some quota based on tribe.
Is this not practising the tribalism that he claims to be preaching against ?
In this era of global competitiveness the government just as the private sector has to ensure that they hire the best person for any position to ensure that the services provide are to the greatest benefit of the tax payers.
In the private sector an employees worth is measure by how much he/she has contributed to increasing profits, whereas in the public sector it is measure by the quality and speed of service provided
In order to provide taxpayers with quality service the govt has to hire and promote people who are the most qualified and who are doing the best job. To provide to taxpayers anything less is short changing them and the country as a whole.
For Raila to advocate a policy where the people who are most qualified and are doing the best job are NOT hired or promoted because the come from the wrong tribe is the exact definition of TRIBALISM.
To make this the public service hiring policy is to permanently entrench tribalism in the public service. The effect being that the most qualified public servants will leave the public service for the private sector, as we all saw during the KANU era. This resulted in the complete degradation of the services provided to the taxpayers, because the jobs were being dished on not on merit but on tribe.
Was this not the one of the major reason Kenyan’s voted out the KANU government???
Therefore for Raila to advocate that what matters most is NOT the quality job provided to taxpayers, but the public servants TRIBE is a shame and a complete misuse of taxpayers funds.
Kenyan Taxpayers deserve and should receive the best services PERIOD, any person advocating otherwise is not fit to lead this country.
