MINUTES OF EMERGENCY PENTAGON MEETING ON 27TH MARCH, 2008

AGENDA
Emergency meeting was called to discuss the ODM options arising from Government refusal to cede key ministries
a) The party leader/Prime Minister designate briefed the members about the breakdown of his discussions with President Kibaki and that the president has totally refused to cede the following:
I. Provincial Administration
II. Finance
III. Public Service
IV. Foreign Affairs
b) The discussion was opened to members. Hon. William Ruto felt that we have no option but to take a firm stand otherwise we shall have been short changed and our supporters are angry. He retaliated that he was all along opposed to the discussions as he believed that the other side is dishonest and will abandon any agreement reached when it is to their advantage to do so. Prof Nyong’o, Tony Gachoka and charity Ngilu seconded this opinion.
c) Dr. Oburu Odinga expressed concern that the Safaricom I.P.O has gone ahead, without coherent and clear opposition from ODM. He felt that a series of meetings and press conferences should be organized to strengthen the boycott call. This motion was supported unanimously. Dr. Oburu, Prof Nyong’o and Omingo Magara were tasked to head the sub-committee for the Safaricom boycott and organize high-visibility, low cost activities to advance the boycott agenda.
d) Hon. Najib Balala observed that in view of the two issues, mass action has once again become inevitable. This time round mass action must be carried out on large scale. Najib faulted Annan and the international community for turning their back on ODM simply because violence had abated. Najib warned that unless ODM is willing to accept dictatorship from Kibaki, this is the time to resume mass action. Waiting any longer will be too late. Najib's comments drew lengthy debate and contributions. In the end, a vote was taken and only two votes; Musalia Mudavadi and Joseph Nkaissery were against the mass action. Nyong’o, Ngilu and William, Ruto were tasked with the sub-committee to co-ordinate the mass action project. They will enlist the support of versatile lieutenants such as Kojwang, Ababu, Okemo, Orengo, Midiwo, and Magara. The meeting felt that the mass actions should start next week, especially in view of the speed of the I.P.O issue. Reason being that if ODM waited too long and the queues outside the brokers and agents selling the share become long, stoppage will not appeal to the mass. Mass action must especially be aimed at disrupting those queues and a barricade at Safaricom House, Treasury and the complicity banks.
e) For the purposes of retaining a positive international image, and in line with his newly-acquired status, the meeting decided that Hon. Raila will support the agreed agenda from the background. He may, from time to time, issue ineffective messages supporting and at the same time castigating mass action. In this, he will be supported by Mudavadi, Nkaissery and Sally.
